Manager, Development
Sam manages a portfolio of Baltimore-based development projects for Cross Street Partners. In his role as Development Manager, Sam leads projects through the entitlements, financing, design, construction, and leasing processes.
Sam recently led a $7.5MM second phase New Market Tax Credit Closing for the Packing House in Cambridge, Marland. This project—the adaptive reuse of a former Phillips Packing Company warehouse building—will create 60,000 square feet of office and retail space designed to grow and scale the operations of the Eastern Shore’s small and medium sized businesses.
Sam spends much of his current time on the Car Barn, the $25MM adaptive reuse of a circa-1891 trolley car barn into commercial office/retail space. The 38,000 square foot project is part of the Perkins Somerset Oldtown redevelopment, a large-scale transformation of a former public housing site into a mixed-income and mixed-use neighborhood. The Car Barn is currently under design with construction slated to begin in early 2025.
Before joining Cross Street Partners, Sam taught U.S. History at Justice High School in Falls Church, Virginia, journalism at Richard Wright Charter School for Journalism and Media Arts in Washington, D.C., and World History at Smithville High School in Smithville, Texas. In addition to teaching, Sam coached football, basketball, and baseball and sponsored a variety of student-run clubs.
Sam holds bachelor’s degrees in Journalism and History from the University of Texas and master’s degrees in Real Estate Development and Historic Preservation from the University of Maryland.
