Associate Project Manager
As Associate Project Manager, Chelsea brings nearly a decade of project management, team-building, and client service experience from international development to Cross Street’s construction division. Her responsibilities include scheduling, project oversight, and financial management for construction projects across the company’s portfolio. Fluent in Spanish, she enhances communication and collaboration with diverse teams and subcontractors.
Chelsea developed her project management expertise on large-scale international development projects primarily funded by USAID across Latin America, Asia, and Africa, most recently at Tetra Tech. She assembled and managed multidisciplinary teams from pre-procurement through delivery, coordinating efforts among USAID, local governments, NGOs, contractors, and global engineering firms. Her portfolio included infrastructure development, environmental sustainability initiatives including ocean plastics programs, and community development projects.
As a senior project manager, Chelsea oversaw full project lifecycles — managing schedules, budgets, and compliance — while ensuring measurable community impact. Her commitment to meaningful, place-based work led her to launch Cacahuate, a $1.2M residential development project in Oaxaca, Mexico, where she has led acquisition, master planning, design coordination, marketing, and funding.
